DMCC establishes foundations framework for family wealth structures

On 23 September 2026, DMCC announced that it had formally established Foundations Regulations aimed at family offices, entrepreneurs, high-net-worth individuals and other private wealth clients.

Under the framework, a DMCC Foundation is a legal entity separate from its founder, councillors, guardian and beneficiaries. DMCC says the structure is designed to support long-term asset holding, succession planning, wealth preservation and governance.

Governance and continuity

The regulations allow founders to set provisions for beneficiaries, asset management and distribution, and decision-making. DMCC says certain powers may also be reserved for founders or designated people, including powers concerning investment decisions and appointments.

Foundations add to DMCC’s existing Special Purpose Vehicle and Holding Company structures and complement its Wealth Hub. For families reviewing Dubai-based ownership and succession arrangements, the announcement adds a new framework to consider alongside existing options.

The regulations have been established, but DMCC says supporting guidance and digital onboarding are expected in the coming weeks. Prospective applicants may register their interest with DMCC; the announcement does not say that full onboarding is already live.
